they could've bought drugs with it. Or alcohol. You never know what they're gonna do with it; what if they used it to contribute to something dangerous, or something that caused a considerate amount of destruction or even harm to others? What if they needed just $20 more to buy a hand-gun or a make-your-own-bomb kit (fictional, I hope), and it caused them or even others great harm? I say if you lend someone 20 bucks, STALK THEM!!!!!!!!!!!! wait, no...never mind, that's bad. Just spy on them 24/7, I'm sure they'll understand.

Maybe. You at least perpetuated the idea of luck or good karma and made that person feel more valuable, etc. Even if it was a bum who drank it away, they may remember that time they got twenty dollars just bc and be more forgiving of others when they need a chance.
