lets put it this way, the technology that allow us to probe into space first came into use when Galileo (14th century) turn his microscope upward into the sky. since then there have been thousands of amateur telescoping device pointing towards the sky, and the closest and easiest object to "discover" is our moon.
think about this, it actually took us 600 years to only discover an ancient civilisation with tall buildings and dome-like structure existed on our moon???? (and with picture quality so poor u can only guess what's left of a tall building?????)
i am not a profesional when it comes to operating a telescope, at least i can see what's left on our moon clearly!
my answer is, there are civilisation out there, advance or just primitive stage i dont know, but they are out there somewhere, and its not on our moon!!
