Yes, you used to be able to do this from the Lycos website for free, but it looks like they charge now.
I also used to use ICQ to do it, but I no longer have an account so again I don't know if this is still the case.
This site allows you to send text messages free for a weekhttp://www.mocounlimited.co.uk/freesms.php?co=uk and this one appears to be free for unlimited texts http://www.cbfsms.com/ . I haven't tried any of the sites though, so I suggest you read them carefully before signing up to anything.

Yes. Some cell phone providers allow you txt msg a phone from your computer by using their website. They have a part under Wireless, and then usually under Text Message or something like that, depending on who your with, and what they provide on their website. Some Carriers even allow you to download software on to your computer, that allows you to have a two way conversation with the other person.
Please note, that you should know who the other person is with, so you can go to their carrier's website, and txt msg them from there. I'm sure that there must be other websites that allow you to txt msg anyone on a celll phone. And remember, most carriers will charge the person who is receiving the txt msg a small fee for each message. Usually around 10 or 15 cents per message (usually 160 characters max for each message)

Yes you can install skype: www.skype.com you have to put credit on like a pay as you go mobile but I use it to text my friend when my mobile has run out of credit.

Use bluetooth or records cable to deliver texts out of your cellular to pc. in case you're utilising NOKIA telephones, use NOKIA workstation tournament to pass the information out of your cellular to pc.

but it depends upon your mobile service provider.....
many mobile companies offer free Web2SMS service... similarly many mobile serivce companies offer messenger to SMS service vi yahoo and MSN messenger

I have a datacard with a sim card in, so texting is no problem.
