Technically, the harvest moon is so bright because of the angle that the moon is now rising at... and the time of night that the moon is first appearing. It will appear to be about 12% larger this time of year just after sunset when it rises in the east. This event happens to coincide with the autumnal equinox and used to aide farmers with their harvest season since it provided extra light after the sun had set. Thus, it became known as the "harvest moon."

Long ago, before electric lights, farmers relied on the Harvest Moon to light up their fields at night, allowing them to harvest autumn crops even after sunset.

I will make a guess at your location. It is the fall when we start having cool fronts come down from the north. Cool air is more clear and less turbulent than hot air. The stars seem to sparkle much brighter in the winter because there is less haze. It is a harvest moon. The full moon in the fall. Before we had lights, the farmers would stay up and harvest at night during a full moon to bring their crops in before winter.

Clear sky, cooler weather means less haze/smog, you can read a newspaper out there, "beware of the trail on a full moon, for the wolf lurks".
