Why wasn't the movie "Donnie Brasco" nominated for best picture, and Al Pacino & Johnny Depp for best actor?

Why wasn't this movie more acclaimed? The story was so compelling, the plot gut-wrenching and the acting stellar (Pacino's performance was brilliant)

It was nominated for Best Writing, Screenplay Based on Material from Another Medium, however it did not win the Oscar. Also, 'Titanic' was the movie to beat that year ;-)

Yes I agree that Pacino and Depp's performance in this movie were excellent. But it did come out the same year as Titanic and even if it was nominated it would have had a very hard time beating it.
