I burn with shrink and was wondering it a dual layer disc would make any difference with quality or compression size? Does it matter if i switch or should I just use the regular 4.8gb disc?

You can indeed put more on one disk by using dual-layer drives. Don't know if you are burning disks for yourself or what, but if you are creating the disks for others, just remember that dual-layer drives are not that common yet so others may not be able to use your disks.

Most DVDs released are dual layer, so you can archive your movies without compressing them. Alternately you can compress two DVDs into one dual layer one.
