Its kind of hard to tell you what to do unless you tell us why it is dying. There are a lot of diseases that he could have or you could be poisoning him by keeping him in a tank that isn't big enough or that doesn't have a strong enough filter. Unlike what someone else has said goldfish need a minimum of 10 gallons each and since they are messy they need a good filter and a water change done once a week. They can live over 20 years but most people have them them for less then a year.

How big is he and how many gallons is the tank or bowl he is in?
Goldfish need two gallons of water per inch that they are.
So if he is a one inch goldfish he needs to be in a 2 gallon tank.
The tank/bowl may be too small, causing him stress and causing the ammonia levels to rise greatly.
DO NOT CHANGE ALL THE WATER! This would prob kill him.
He is too stressed to survive a complete water change.
I reccommend getting a large enough bowl or tank, and only changing 1/2 the water! Then add a chlorine remove (like stress coat) to remove the chlorine.
Sometimes they pull out of it and make it, give him time.

it probably has fin rott or swim bladder. get some medicine form the shop adn add this to the water. if it is this your fish will start to feel better within a few hours. or try to clean the pump and filter if there is one. good luck.

Try to change the water and see what happens. Change the food maybe. Or might be just a sick fish waiting for its time.

If it is really dying & not just miserable because of its surroundings then you must put it out of its misery. The best way to euthanise a fish is to get the heaviest sharpest knife you can & in 1 hard blow take its head off. It'll never know what happened & at least it won't be suffering anymore.

make sure the water is cool enough (not too cold!) and keep him out of sunlight, is there and oxygen pump in the tank? If not he is suffocating - go buy on now
