Do you mean like a forum where people post topics and discuss them? It might be hard to do because most messageboard and forum software requires a database to connect to, and most free online communities such as geocities and angelfire won't provide that. Even the web space that your ISP provides you will not usually offer a database to use.

I would do a search on free websites, and start asking if you can have a mySQL database for your website. I think most will say no but it can't hurt to look.
