Scheduled caste (SC) and scheduled tribes (ST)are mentioned in the constitutional schedule and so they are recognised throughout India irrespective of the state they visit. However the rules are not same for OBC. The state's have powers to declare some castes under the OBC category but it must not be inconsistent with the union list.

No. State Government allows reservation for their state SC/ST/OBC only as per their list.

However if he is looking for Central Government job, yes he is eligible in case he is SC/ST however in case of OBC he is eligible only if he is Central Goverment OBC list.

Do you know the UCD of the SMTP? Maybe you dealt with SCTSC but Why ST continues with OBC?

yes if he his with intention to make that place a permanent home then he can claim there are certain criteria which has to be followed to claim the reservation.
