I can't comment on other services: I've only used one -- Vonage -- which we use in addition to local cable telephone in our main residence in the UK, and as the sole provider in our vacation home in Switzerland. I like being able to have a primary USA number, and a "virtual" UK number, and to fix it so that when we go away and turn off the Internet modem in our vacation place, all calls are automatically switched to our main home. (We have a pay-as-you-go mobile phone for incoming Swiss calls.)
It's cheap: we pay the minimum, and calls to most of Europe are something on the order of 3 cents a minute; USA & Canada calls free (we never exceed 500 minutes a month on either line). The messaging service is excellent.
I'm just glad I didn't buy any shares in their IPO.
In Silicon Valley, as The Economist reported, many expatriate Indians have Vonage phones hooked up in Mumbai, or wherever they came from, so their families can call them in the USA for free.

Everybody is going to have a different opinion, I use voip.com and I absolutely love it. Seriously, I'm so happy with our voip phone--it works so much better for us than our regular old phone ever did.
We can do more with it and even take it with us when we travel, which we have to do a lot for our son's health issues. Totally helps keep the stress levels down if you're not juggling your communication options during the middle of a surgery.
We pay $19.95/mo for Unlimited calling in the US, Canada, and Puerto Rico, but there's an In-State plan for $9.95 if you don't need to call out of state. The best thing you could do is visit the voip internet provider's websites and see what they have to offer. One of the things I like about voip.com is that they have a lot of helpful information and articles, so you can get a lot of your questions answered there.

I use Primus' Talkbroadband. It's great! I got rid of my normal landline, and I've been using this for almost a year now.
It works just like a regular phone, except you can take it with you if you travel. And it's 1/2 the price of a landline phone. I just pay $19.99, which includes all phone features.

I have broadvoice. 9.95/mo for unlimited in-state. Their other plans are not much more, either. I find that the VPN services I sometimes use interfere with the VOIP, but otherwise I'm pleased.

i currently use vonage as a house phone.. since i mostly use my cell phone anyways, i have the 500 minute plan with all features included (caller ID, voice mail, three-way calling) for only $18 a month.

Don't use Vonage. Way too expensive. I use BroadVoice @ $9.95 a month...
