I've lived in the 'burbs of Hartford for many years and worked out of Hartford for the better part of 20 years. It's a city struggling to get people to move back because, today, after 5:00pm everyone exits and on the weekends it's vacant. Yes, it has the negative elements but, like any city, you have to know where to go and where to avoid and you have to always be aware. There is a lot of development going on downtown so the city and the state are really making an effort to attract people, young professionals especially. Moving to the city right now may be premature if you're unfamiliar with it but in 3 - 5 years, it could be well worth considering.

I wouldn't live in the city itself. Every city, of course, has its bad sections and good sections. Hartford is really small (area wise) so its good sections are really close to its bad sections. There are actually lots of working-class neighborhoods that are fairly decent.

Most of the cities and towns in the suburbs of Hartford are nice, though. I grew up in one of those suburbs.
