they maay need to see a psychologist and find out if there is some medicine that they need to be on to help control this,,,this must be miserable for all who is around him or her...but there is help for this if you want to get help you need,,,

There is a gland in the brain called the Amygdala which is supposed to be the seat of the emotions. What makes a person "over-emotional" is a different matter and implies that they have a lot of emotional trauma in their life which they need to deal with. (Child abuse of some sort?) To recover from this they need to express their emotions in a safe environment, (and a controlled one. Don't let them demand help all day long or you'll become totally drained and no use to them or yourself). Try offering to listen WITHOUT commenting for 1/2 hour per day for a month or two (if you can spare that much) and you'll be amazed at the difference it will make to their life. You can only be supportive if you don't give advice or analysis of their problems but just listen in a relaxed, kindly way. People can solve their own problems in their own way when they can get emotional release.If they start crying you should feel pleased, because it's what they need to do. Likewise getting angry, so long as they know they are not allowed to take it out on you, give them a cushion to punch! Try and leave them on a happy note at the end of this, or they might wallow permanently in their "stuff". Ask them for happy memories of some things, any things at all. Even if they're only, having a nice lunch or cup of coffee and seeing a good film, or playing in the snow, or getting good marks for something at school.
Over-emotional isn't really "over-emotional". People are as emotional as they're lives have made them!
If the person you mention is yourself, you will need to find a counsellor to talk to. (or you could try co-counselling, where you learn to counsel others as well as getting help yourself. Good luck ).

There are external and internal factors that would make the person over emotional. Most of it is environmental and how the person has learned to cope with stress. People can be emotionally immature and could have chemical imbalances. If a person is depressed this can also cause emotional highs and lows that are unnatural. PMS is another factor but that is from hormones...there are lots of reasons for this type of behavior. Sometimes just the company can make a person so stressed they appear over-emotional or off the wall panicky...

Sensitive people get emotional and is hard to get over it. What I recommend is fasting, don't eat anything after 12 noon. This way you start controlling by the physical then the mental, you can complement this with prayer or reading something about God (like the bible), it worked for me. Now I have control over my emotions and I consider is great to master your emotions because you have the control on your life.

i just learned about this yesterday, its the amagdala located in the brain, its the emotional control center of the body and part of the limbic system.

Thoughts control emotions. Sometimes we need help with those thoughts. Look into cognative behavoural therapy.

the brain controls everything, and if they are that over emotional then they have an imbalance of brain chemicals which can be treated by various medicines.
