Both are not free so neither is the best. The best is of course totally free software that work as well as paid software.

Highly recommand a TOTALLY FREE software call 7-zip. You don't have to install this program, it can run directly from USB flash drive which is a BIG PLUS.
http://www.7-zip.org/

Here are the features from their website:
* High compression ratio in new 7z format with LZMA compression
* Supported formats:
o Packing / unpacking: 7z, ZIP, GZIP, BZIP2 and TAR
o Unpacking only: RAR, CAB, ISO, ARJ, LZH, CHM, Z, CPIO, RPM, DEB and NSIS
* For ZIP and GZIP formats 7-Zip provides compression ratio that is 2-10 % better than ratio provided by PKZip and WinZip
* Self-extracting capability for 7z format
* Integration with Windows Shell
* Powerful File Manager
* Powerful command line version
* Plugin for FAR Manager
* Localizations for 63 languages

7-Zip works in Windows 98/ME/NT/2000/XP. There is port of command line version for Linux/Unix.

7-Zip (except for the file Rar29.dll) is a free software distributed under the GNU Lesser General Public License. The file Rar29.dll is under mixed license: GNU LGPL + unRAR restriction (the unRAR sources cannot be used to re-create the RAR compression algorithm, which is proprietary).

Well that depends on what you want to use it for. Winrar will give you a bunch of small files that you can uncompress at once but store on several floppy diskets or break into small peices so people dont have to download a file all at once. Winzip will make you one compresed file. you can use the both, and zip your rar files to make a bunch of really small very compressed files also.

win rar is the best because it performs all the functions winzip performs and also a load of other functions.
the rar file compression format is an advanced format. it has higher compression ability than zip (winzip) format.
i prefer to use winRAR full version, that has added abilities for compressing in CABinet pack files.

Winzip only works for winzip. Winrar works for both. I have winrar and love it.

Mostly, to each his/her. But, personally, I prefer WINRAR simply because it can do more. WINZIP sometimes may not be able to open certain RAR files, but WinRAR can always open zip files.

WinRAR does more.
