What ISP are you with?
Without knowing the ISP, it is hard to answer this question.
If I was you, try your ISP's website & look up pre-paid accounts or log into your own on their site. You should be able to locate this information.
You could also ring them & ask them directly.
Check any contract/information you may have when you first created this account.

Unless your Internet Service provider is "special" no, it isn't free during 2 am.
I would contact your ISP and double check on that just so you arent notified of any shocking internet charges haha.

Make a call to him and ask whether it is free.
The freebie is diff on diff places on diff times.
