sociopaths just get "blamed" because they do severe harm to other people, and have morals and actions that deviate from what's considered "normal" (although nothing is really normal). your whole being is THE COMBINATION OF genetics + environment, so i think it's unfair to blame anybody in the creation of mental disorders in another person, because you can't really test to see if the person's mental disorders were totally a cause of someone else's actions or totally a cause of genetics.
i'm also confused about your terms of disabling disorders and personality disorders, because in my mind they are both the same - personality disorders like schizophrenia can be very disabling.

The difference between insane and sane is simple, dopes the person understand the consequences of his actions. A sociopath does, but doesn't care. A shizo or retard might not.

People should not be blamed for mental problems. It all depends on what level of personal responsibility their illness allows. If someone harms another, but is not capable of knowing that their actions would lead to harm, then the ill one is not to blame. If they are capable of assessing the harm factor, and blame their actions on the illness, then they should be blamed.
