It is a scientific process. Hydrocarbons are formed by cooking of remains of living organism in a marine environment over millions of years by heavy overburden which is brought about by geological activities. A seismic survey detects the tell tale signs left on the surface like the fault lines etc. Then a Geophysical party goes for a field survey and collects data. Additional data is collected through samples collected during field survey. You can can be sure that considerable time and money is spent on studies and in the laboratories before a wild cat well is finally drilled . This is the first time you know whether you are likely to get anything or not. If the wild cat well is successful you go in for further exploratory drilling to pinpoint the field boundary. finally you go in for development drilling. I suggest you read "Oil well Drilling Technology" by M/s McRay and Cole
