Like for example say they're messing around and the next day the kid tells an adult for no reason,is it considered a crime? Oh and the ages are 15 and 11.

If they are just tieing each other up, and the other agrees to it, then there is nothing wrong with it. What would the crime be? The ages don't matter either... unless they are doing more than just tieing eachtoher up, which I highly doubt. If that is the case though (and you know what I mean) then it should be reported. Or atleast scolded upon.

No. They're both willing and playing a game.
The only way it becomes a crime is if one of them is forcibly tied up. Hopefully they aren't doing naughty things, because that IS a crime.
Otherwise they are fine, just playing a game. Relax.

yes, should the person tied up come into and situation that could cause harm to him and he doesnt have the ability to get away. or if the younger person complains, his parents can press charges for several different things...so its not a good idea., but, if both parties are in agreement and no harm is done then there is nothing wrong, but i still wouldnt do it

There is no crime if they both consent. There is also no crime because there is nothing done. Technicaly they are assaulting and restraining each other which could be illegal but no//they're fine..weird but fine
