The story of the Texas chainsaw massacre is based on true events. The movie just takes it a step further. I'm not sure about the hewitt family, but there really was a psycho out there killing people with a chainsaw.

no, its based on a small story of family that may have had a kid that was crazy that way,
but the whole chainsaw thing, was made up by tobe hooper.
the whole 'based on a true story' thing was placed there to make people interested in it.
