Your computer has a built in thermometer. When the temperature in your computer hits a threshold set by the manufactuer, it triggers a backup fan. The noise you hear is the backup fan trying to cool off the system so that it doesn't overheat and burn your hardware.
I've diagnosed these type of problems in the past and it is windows taking up 100% of the CPU which causes the CPU's temperature to reach the threshold. It's nothing bad, sometimes programs need to use 100% of the CPU. It is only bad if you have a run away process that takes up 100% of the CPU.
If you hear this sound all the time, perhaps one of your primary fans is dead or is dying and the system must start up the backup fans in order to function properly.
All in all, if you really are concerned, take the computer back to where you bought it (if this is an option) or take it into a computer shop for diagnostics but whatever you do, don't let "geek squad" touch it. Geek Squad people know how to fix a computer as good as Aamco knowing how to fix transmissions.

Many possible things. Try to find out if the noise is coming from the front or the back of the computer. More than likely, it is the fan of your Power Supply that is full of dust. You can try to clean it (do not open the power supply itself: extremely risky for your life... huge condensators in there). Use a vacuum cleaner or some canned air spray. It might reduce the sound or even fix it for a few days... But more than likely, you will need to change your power supply ($30 cheap ones to $200 for professional ones - check on popular auction sites). If the sounds goes away or fade a few seconds when you give gentle taps on the side of the computer, then it is definitely the power supply fan (or the case fan or cpu fan). Open your case and try to pinpoint the source of the sound.

Is your computer a Dell? I've seen an issue on some Dells where the computer thinks it's too hot so it cranks up the fan to the maximum speed. At such a high speed, the fan is extremely noisy. Usually this is a hardware issue, but I've also seen it fixed by upgrading the BIOS. Again, I've only seen this particular issue on Dells. try http://support.dell.com and find documents in their knowledgebase for your system. Otherwise, it may be a fan that is about to break or a hard drive that is going out.

best guess would be some of the processors have a cooling fan attached to the heat sink and if the screws are loose it just might start dangling around when the case is upright, sometimes moving the case just a hair to one direction works, another case would be just unplug the big black w shaped plug in the back of the case then carefully remove the screws or slide it open thus you will see a bunch of wires in each direction, now way in the back is basically the main cooling fan for the entire case, if you blow inside the case and a dust cloud forms then its a pretty good indication for a little vacuuming then if it looks pretty good reverse how you opened the case plug in the w shaped thingy in the back, plug it back in. hopefully that solved it least most of it. also if you feel it not cooling enough you can get a 10 inch box fan and point it towards the louvers on the side of the case

Noise is generated from moving parts like cooling fans, harddisk drive or some loosen parts which is not secure properly or both. Replace the noisy parts or tighten the loose parts and your problem will be resolved.

I had the same problem and I almost destroyed it by not doing anything. You d better check the fan. Either the fan is broken inside and it's overheating. Do something quickly not to "burn" the machine.Check also if it very dirty. Ah and another thing. Make sure you havent covered the opennings it has to ventilate...

Because it is still attached to the 747.
Just kidding. Would have to hear it myself, but could be a dirty fan about to go, hard drive getting old, disk drive with problems. Not sure, this is one I would actually have to listen to.
