It means "at" like username@yahoo.com means "this user at yahoo" or username@hotmail would mean "this user at hotmail" and so on and so forth
HMMMM Now that I see the other answers other people have put, I may not be thinking of the right symbol. I have never seen a symbol called the anarchy symbol, but if you are talking about the @ figure, it is what I described above.

Perhaps you are meaning the Alpha and the Omega?
It has many different appearances.

That is based on the passages in the Book of Revelation in which Jesus describes Himself as the "Alpha and the Omega", the "first and the last", the "beginning and the end". IN the Old Testament sometimes God is described as the "alph and tau"
Hebrew ... first and last letters of the Hebrew alphabet
Greek ... first and last letters of the Greek alphabet
Nothing particularly mysterious. In English you might say that Jesus is the "A" and the "Zed"; in American you might say Jesus is the "A" and the "Zee".
