Can someone advise my friend...
He has lost his wallet with ALL ID inside. He has now joined us in another state several hundred miles away.

I think normally he could just call (or write/fax) to that state & get a license duplicate made, but the situation is more complicated now b/c of his 1) moving out of that state, and 2) His license was suspended there in that old state. That makes the gravy thick...does anyone know how he can even prove WHO he is!??? (He DOES have a birth certificate, but that is all.)

Any help out there?

Credit cards are easy to replace. Do that first.

He can't very well get a duplkicate driving license, but he can get a non-driver ID card from his old or his new state. Each state has its own procedures for proving identity.

Remember that even amnesiacs get driving licenses, etc., eventually.

He will need to contact the Department of Motor Vehicles in the area he now lives and advise them of the situation. They may be able to run a license check with his name and date of birth to confirm he had one in the past. It is possible they may be able to obtain a copy that has his photo on it to confirm who he is. He will only be issued a state identification card, however, since he does not have driving privilages. Once you are suspended (or revoked) in one state, you have no privilages to drive in any of the other 49 either. A phone call to the DMV with an explination of the loss and that he moved will give him the info. as to what paperwork he will need to get the ID card, but don't hold your breath on a new driver's license until he satisfies what was required of him in the state that took his license. Once he does that, the previous state can re-enstate his driving privilages, and the new state can issue him a license where he now lives.

with his birth certificate, he will be able to take another drivers written and road test, after he says he he lost his license. He needs to say he will be working in the second state for longer than 3 months and therefore would be required to get a license there anyways. It might work. A freind got a Washington state DL after losing his Alberta, Canada license, and just had his birth cert.

If he has is SS card he ought to be able to get a liscence without much problem. If he doesn't have that (and that should NEVER be carried in a wallet) then he'll have to apply for a new one. Call the local SS office to find out how to do that. With those he should be able to work out the liscence. If he's ever been to a school or job that gave him a photo ID he should see if he could get one of those reissued.

Just have him go to the local dmv and ask them, so that he will know straight from the people that will have to issue his new liscence.
