"Long in coming" means "delayed" or "slow" in happening.

It means that the writer is still waiting for the plans to secure the rights, the plans still hav'nt come to fruit. In other words, they're still waiting for it to happen. It's taking a long time to happen.

It means waiting a very long time for something......it took a long time to launch a legal service, or perhaps it still hasn't happened.
