Nobody's taking pre-orders yet. Everyone got burned by taking speculative pre-orders for the Xbox 360, so this time around they're waiting for confirmed allotments from Sony before opening up the pre-orders. Since Sony has had problems with actually manufacturing PS3s, I wouldn't expect them to know store allotments until a week or two before ship.
If you really must have a PS3, your best bet is to camp out in line. However keep in mind that Sony is only bringing 400,000 consoles to North America (that's both US and Canada), so I wouldn't expect to see more than 30-40 consoles per store in larger areas, maybe 5-10 consoles per store in less populated areas, and 0-5 in remote areas.
My suggestion? Wait it out. Come summer of 2007, you'll surely be able to buy PS3s everywhere (though the price will still be outrageous at $500/600). There's nothing compelling enough for me to spend a weekend in line at a Best Buy, especially in the winter (rainy, cold).
