there are various reasons why...i think one of them has something to do with the bill for the coming election regarding the corporation that pass some of technology expense to the consumer.
then i think its due to the fact that they found some oil producer somewhere in the pacific ocean near channel islands and pumping like crazy so we have plenty of stock and barrels that we do not need export from middle east.
also, there are findings out there that there some vegetables like corn, soy, buckwheat that produce ethanol and others that turn into gas for energy...

The bulk of it is seasonal.
People drive more in the summer and once this demand goes down the price goes down (since the supply stays the same).
Also there haven't been any significant flare ups internationally to spike prices up.
