You probably have spyware.
Keep your own Anti-virus up to date, and check the status regularly.
Get and update several Anti-spyware solutions. I use AD-AWARE and SpyBot Search & Destroy. I use the free versions from http://www.download.com Update and run these regularly. Especially IMMEDIATELY after an upexpected pop-up.
Download and install FireFox free from http://www.mozilla.com This is a browser that is safer to use than IE. Use this for general surfing and google searching. Only use IE when you MUST have IE, such as Windows Updates.
If you have Windows XP with SP2, activate the Windows firewall and check the status. If you don't, get Zone Alarm the free version from http://www.zonelabs.com
Take these steps to keep your computer ALIVE.

Popup blockers will only stop web based popups. They can help somewhat, but if you are getting excessive popups, and popups even when you are offline, it means you have trojan downloaders on your machine that are calling out to deliver the pop up ads.
Try a full cleaning and dis-infection routine.
This is the one I use (it will take some time).
1. Scan for virus and remove (free online scan) with BitDefender

2. Scan for trojans and remove (free online scan) with Ewido
http://www.ewido.net/en/
3. Scan for ad/spyware and remove (free download) with Spybot Search & Destroy
http://www.safer-networking.org/en/spybotsd/index.html
If you are using an older version of Windows (pre XP-SP2) you may also be getting "Messenger Service" popups which are caused by Microsoft leaving the almost never used Windows Messenger Service enabled by default. This was corrected in Windows XP- Service Pack 2.
Understand that the Windows Messenger Service is completely different from, and not in any way related to, "MSN Messenger", "Windows Live Messenger" "yahoo Messenger", or any other well-known instant messaging system. Therefore, disabling the Windows Messenger service will have no effect upon your use of any other instant messaging applications. They will continue to work without trouble.

You need to get some anti-spyware software. A good free program is AdAware (www.lavasoft.com) and there are many programs for about $30 that also get rid of some of the nasty stuff. Run it religiously (especially if you are on a network) and you shouldn't have any major future problems. Also, if you are running Windows XP, make sure you have all your updates. You can go back and restore your system to the time before you started having the problem, but it is always best to run anti-spyware and antivirus software.

You might want to check your popup blocker settings. Perhaps this popup is from a site that is always allowed in your blocker.

sounds like you've been hijacked I have too ,still having trouble getting rid of if you can on Monday call your Internet provider and ask them for help /or go to yahoo search [for free soft ware for anti-hijacking good luck
