there is a good shcolar ship available at a local high school in my city especially developed for my neighbour-hood available to people that are latino or afro-carribean ... my nephew as a white blonde haired latino can apply for the scholar-ship but my neighbours kid who is a black-american can't , is this fair?

Yes, it's fair. The person who is giving the scholarship can designate to whatever they want it to apply to.

Yes, this is fair. Scholarships are designed by those who are giving the money to go to a certain group. For instance, I went to school on a scholarship for a male from West Virginia studying piano.

that's is really not fair. i think all people should be treated the same. i would say something about it or tell the child's parents to say something
