It depends on the occasion, location, and time of day.
Kimonos might work for Geishas, but it's not going to fly so well in corporate America or even during an American elegant dinner date.
Elegant and dignified usually means not showing too much, nothing really exagerated, and being tasteful.

I suppose the skirt business attire is perhaps the most dignified although I must admit to a preference for swimwear in the form of a thong.

i think that a woman looks very professional and neat by wearing
an attractive black, navy, brown or charcoal pant suit w/a white'blouse. also the same suit attire w/a skirt
