Equilibrium starring Christian Bale and directed by Kurt Wimmer. An excellent film.
It ends in a huge gun battle as Bale's character fights his way into the offices of the enigmatic leader of the future society. If this scene is familiar, then you know mine is the right answer for you.

A brave new world also has the pill suppressing emotions gag. Equilibrium actually lifts a lot of similiar scifi dystopian motifs from farenhiet 451, 1984, soylent green, and numerous others I can't think of, but they are all similar.
