If you want to ruin your credit for the rest of your life, go ahead, file bankruptcy. Bankruptcy is a giant red flag that will haunt you for the rest of your life. Want to buy a car? Sorry sir, I can't extend you credit. Want to buy a house? Sorry sir, I can't extend you credit. Want to get a loan? You guessed it.
Your best bet is to work with whom ever you owe the fines to set up a payment plan. If you are working, they may be able to garnish directly from your paycheck. A lot of times, they will reduce the amount you have to pay if you show a good faith effort to pay. They'd rather get some money from you than get nothing if you do end up filing for bankruptcy.
Bankruptcy is a last resort and should be declared only in a dire situation.

Well don't know where you live, and that might make a difference, but I dought it. A relative of mine filed banksruptcy, and the attorney said that bankruptcy would not prevent legal options to be paid, such as child support, alimony, fines or punishment of work hrs made to a person by community services. I think driving violations fall under a completely different court system than bankruptcy. Pay the fines, making them would give a judge good faith toward you, & possibly reinstate them.(unless you ran an old lady down). Just pay them, & feel good again! The law is the Law.

Filing bankruptcy will do nothing for your fines as they are ordered by a Judge. You can set up a payment plan with the Judge that is presiding over your citations. If you wait to long the citations will go to warrants, which it sounds like they have. The only way to get your license back is to pay the fines. Don't believe, call any Municipal Court Judge or Justice of the Peace.

Bankruptcy's a real dire option. It can really screw you and your finances up for a while.
It should be seen as a last resort.
That said, I don't think anyone can answer the question without knowing your whole situation.
You should talk to a bankruptcy lawyer or at least free credit counselor.

Fines don't go away with bankruptcy. It's your driving ability that's getting in the way of getting your license back.
