If it were me I would first figure out how this happened. What a nightmare!
Then ask yourself how much effort you're willing to put into turning this situation around. Do you have a lot of extra time to spend with her? To supervise? To put up with the abuse she's going to give you when you set and enforce reasonable limits? Do you need to consider moving to a new neighborhood and/or changing schools? Does she have a father? A strong male role model relative? Can he take on some of this?
If it doesn't bother you enough to do some things like this, then chances are not much is going to change.

You tell her she can't hang out with them, then you explain why (because she's probably either naive, or loving the attention from the older guys). One thing is certain; you need to put a stop to it. Guys that age are only after one thing, and it's not good to have your 12 year old right there with them.

Have a heart to heart conversation with your daughter. .Have listening ears to all what she's gonna say. Make a self-examination and ask yourself why would your daughter spend so much time hanging out with those guys. Could it be she is looking for attention.which she can not find at your own home? lol

Tell her no. Don't let her out. She is 12! Where is she going that she is hanging out with these boys? Don't lether go there. She will get mad, but tough. Your job is to protect her and to raise her. If you don't keep her home, you will be raising her babies soon.
Start taking her to church. To a counselor. Help her to reclaim her preteenhood by involving her in appropriate activities for her age. Chaperoned activities. Be there for her and with her.

Tell her you'll keep her posted on what the light of day looks like until she's 30 and can leave the house again.

you don''t tell her nothing..whip her butt, take away her priviledges, dress her in age appropriate clothes....DO YOUR PART AS HER PARENT...KEEP HER AWAY FROM 16 19 YEAR OLD..
remember the apple don't fall far from the tree either....make sure you are upholding the image that you want your daughter to have...they don't always do as they are told..... they do as they see
