Look up the Scamper method: Substitute, combine, adapt, modify, put to other purpose, eliminate (how might the story end if) and rearrange/reverse.

Consider your writing as a painting. You have to paint the back ground first and put your reader there. Assume your reader knows nothing about what you are about to tell them.

Make sure you are using all your senses and use alot of personification and similes. You can use a Thesaurus to replace boring words. Also consider your sentence structure and use your poetic license.

When you revise, ask how something is happening, where, when, what and why for anything that is happening. Polish each sentence to perfection.

The obvious, of course, is to read other peoples' writing and style. I like Toni Morrison's poetic style. Take a peak at how she describes moments.

Start with things u know about and remember from ur childhood. Then focus on detail and accuracy, ie dates and times. Learn to catergorize and answer the who, what, where, when, and how questions. Take some creative writing courses and then if u r real serious some jounalism classes at an area college. This is at least a start. Hope I helped, I'm an aspiring writer too.

The best way to become a creative writer is to spend a lot of time writing. Just like everything else, creative writing takes practice.
As far as your second question goes, no writer in their right minds will give any other writer a decent tip.

Come up with general idea, and very general mental map, than sleep on it. Next write story as it develops in your mind with little attention to spelling and grammar, then revise revise let it rest and revise.

Practice.

Learn to love revision. Your best work will be your most heavily revised work.

Also, I believe rhythm and flow are more important than description.

write, write , and write some more. It also helps if you can get somebody to read your work and critique you on it.
