She is afraid that the postman will steal your cash or that you will not put in money and say the postman took it out of the envelope.

She is asking you to go to a place that does Western Union transactions (convenience stores and some supermarkets). You give them cash plus a fee. You tell them who they should get the money to and what password they need to say to claim it (like "Uncle Joe, what was your sister's nickname for you when you were ten years old?" or "eBay chick what is the serial number on that item I bought from you?") The person who is to get the money goes to Western Union Office, identifies herself and says what the secret password is. She is then handed cash by the Western Union representative there. It is not your cash of course but it is the same amount as you gave the clerk originally.

It is very popular with illegal aliens iwhtout bank accounts who want to get money back to their parents in the old country but is so safe that eBay uses it too.

NEVER send cash through the mail.

You have NO receipt, and NO verification that it was sent.

If you are not happy with Western Union, go to the grocery store or the Post Office and buy a money order!

Western Union is a service to pay instantly with cash .You give the agent at one end the cash + a cervice charge, and the recipient at the other end picks it up at his/her local outlet. Look up Western union in the phone book or, I'd imagine, westernunion .com online for nearest location.
