Contrary to what most have said, the answer is most definately NO. We don't own the land. If we did, then only U.S. law would apply within the confines of that base.
Yes, we do lease land, some anyway. More often than not, the area is actually a base that we built in that country for that government with the understanding that WE would occupy and use the base along side the armed services of that host nation. It just so happens that we end up having a much larger presence on that base than the host nation.
One key clue to look for - who is guarding the gate? If you drive up to a base in Turkey or Germany, you will probably find Turks or Germans guarding the gate. Why? Because it is their base, not ours. Just because we outnumber them 10 to 1 on base doesn't mean a thing as far as ownership goes.

The answer is no & yes. While there are special cases such as Gitmo, cuba, where the answer is clearly Yes. Most are subject to the unique arrangement of each country.
Most of these are clearly in the No catogary according to US & Local law. However All commanders behave as if this is not so. Suspects in Local crimes will not usually be allowed to be questioned by local law enforcement & they will be returned to the US where if the "Host" country wishes it can procede with a usually two year long diplomatic process & occasionally get one back for a trial. Almost certainly after an agreement has been reached that they will not be required to serve jail time.
Interestingly with Gitmo the US insists it is not US territory so they do not have to afford the uncharged, unconvicted non prisoners of war access to US courts.

Yes, the majority of the time the land is leased from the country such as Gitmo in Cuba, or Rammstein in Germany. These bases are American soil which is why children born on base in these countries are still considered American born. Although a soldier off base who commits an offense will be liable both to the country he is stationed in as well as to the military.

I don't believe so. I think the host country leases the land/property to the U.S. government. There are often negotiations for terms to the lease that require employment of locals and rights to contracts, etc.
Those FOB's (forward operating bases) during wartime on hostile territory are definitely not even considered leased property.

Its kind of a two part answer, embassies yes are U.S. property. Military bases are run under contractural agreement and soldiers must abide by a SOFA (Status of forces agreement) Meaning, soldiers sailors airman and marines will abide by local laws. I.E. Not murdering, raping, pillaging, that sort of thing. And in return, local governments will not intrude on military establishments without consulting with that government first.

Military bases in other countries are leased for long periods of time or loaned for use by the host country.
Their status is determined by the lease agreement or loan arrangement.
That is the long answer, the short answer is NO.

It depends. In most cases, yes. Although service members and family members must abide by local laws. But, in the case of our base, we are a joint forces base in Japan. So this is not solely US property.

Yes.There was a US base near to where I used to live in England
and I played rugby against them a number of times.They would only accept dollars in the bar and the guys spent the night (quite happily I may add) buying us beers as we didn't have dollars.
