There's actually two competing accounts:

On Dec. 7, 1930, Channel W1XAV in Boston broadcasted the video portion of a CBS radio program, The Fox Trappers orchestra program, sponsored by I. J. Fox Furriers, which Included was what is sometimes called the first television commercial, which was prohibited by regulations.

As noted by another poster, the first television commercial, designed as such, aired on July 1, 1941, at 2:29 p.m on NBC's New York City affiliate WNBT (now WNBC). The Bulova Watch Company paid $9 for a 10-second spot aired before a baseball game between the Brooklyn Dodgers and Philadelphia Phillies which displayed a Bulova watch over a map of the U.S., with a voiceover of the company's slogan "America runs on Bulova time!"
