shave... no seriously... it's the safest, and has the least chance of infection and scaring...
lazer treatment can scar, and hair removal products can really hurt your face... plucking is an option... but that and waxing really hurt...

Waxing. But you have to do it on a regular basis. Safest, effective, no real side effects. The hair will return, but lighter and thinner. You just keep doing it on a regular basis is all. My wife runs a salon and waxes several clients every week. She does it for cheap and it just takes a couple of minutes. I have a student that has really dark hair and she's a really pretty girl but she has a moustache. My wife has been waxing it for a couple of years now and you can't even tell anymore, but she goes in every week. It hurts at first but when the hair comes in lighter then maintaining it is practically painless. She even waxes my unibrow occasionally and it stays mostly away.

Waxing or plucking. Go to a salon to get your lip waxed - almost any beauty parlour that offers waxing will do it for about $12.00. It will only take seconds and your lips will be so smooth for weeks. After seeing the tech do it a few times you'll be able to try it yourself, at home. Pay close attention to how much wax they use and their technique.

I've tried waxing and it leave you red and hurting and really doesn't last long enough and you have to let the hair grow back to a certain length before you can do it again...i use one of those little pen shape personal electric razors...

If it is light hair, just shave it with a razor. And no it does not grow back thicker. If it is dark hair, you could use a facial waxer.
