Pull all the permits and follow building codes and have everything sign off by the building inspector, the tax man will get it so they can collect the taxes. To make sure they do, you submit it to them. Call your county tax assessor and ask what you need to do if anything. When I added a tuff shed on my property the San Diego County Assessor counted it with 6 months added 7K to my taxable value and I didn't tell them nothing.

Get the permits, do the work, get the inspections, file the Notice of Completion.

A licensed contractor will help you with this, and of course you are going to want an architect.

first you ahve to get permits and all to build the bathroom/add on...

when finished it will be inspected by someone to make sure its up to par on codes..

it will then probly be noted.
