There is this tool you can get at any fabric store, called a seam cutter. Turn the t-shirt inside out and use that tool to take the seam out, fit it to your liking and then pin it where you would like to have it re-sewn. Then sew it back up and cut the excess fabric off and there you go!
I used to do that all the time when I was in high school, I'd get tired of the same ol' clothing and re-make them into other types. Have fun! & be creative! You'll get a lot of compliments!

It's funny that when I was in school people who wore their clothes too small or extremely tight were called "geeks" --- amazing how kids now consider this "cool" !!
My friend's daughter said to keep drying the shirt 4 or 5 times and it'll shrink to fit!

My father in law is a tailor and owns 14 retail shops and he just hollered out... tell her get a seamstress to gather the excess material by inserting back darts into the shirt. This will give a slimline appearance without the cost of re-cutting the shirt.

Wash them, dry them in the dryer, repeat this. The more you dry them the more they will shrink.
