It's NBTSTAT, not NBSTAT

NBTstat = NetBios over TCP Stats. NB is just NetBIOS and can run over a number of services that wouldn't apply to this tool.

May help in remembering the name.

I have run MS DOS 3.31 to MS DOS 6.22 and don't recall such a program. What kind of file is it? .exe .com .bat .scr? It would have to have one of those extensions to run a program. You don't give enough info to make any kind of decision about why it wouldn't work. Did it come as part of another program, what is it supposed to do?
