It was filmed in Los Angeles and Signal Hill California (the carnival scene) Don't know where the outside shots of the house come from, or if it's even a real house, but you realize the shots inside would have been on a movie studio, right?

You know, they actually had a special on that recently where they were talking about the home owners of houses that were used for horror films and their property. now, I do not know but it was either the Sci-Fi Channel, Bravo, AMC, TLC, I do not know which one, I am sorry. But, I do know that the home owners said that when people visiting out of town see their home, and then realize what movie it was in (like the house used for Scream), they are creeped out, and yet, curious.
So, they did have a special. Maybe go on Answers.com. but, as I am typing to you now, there was a special on this.

Why do you care?
That was a terrible movie with a horrifically untalented lead actress.
