I have a guest list of about 30 and not a very big budget to work with...

You MUST have sandwiches. You can order it from Subway. I ordered a party sub for my 16th bday last year and they make it all pretty and one small piece filled everyone up! That's because they stuff it with a lot of stuff. Get chips, soda, cake of course, and other food that you know your friends will like. Maybe a bbq of chicken wings or something. You need that one thing that will make everyone not hungry, and I would go with sandwiches. The best parties have sandwiches.. :)

When my son turned 16, we had a build your own personal pizza party. You buy Jiffy (because it is good and inexpensive) pizza dough mix, pizza (or spaghetti) sauce and pizza cheeses. Every person brings his/her favorite pizza topping (enought to top 5 pizzas). Make the dough up and divide it into portion sizes (2-3 per box), ahead of time. When it is time have people put together their own pizzas and bake them. You will need several small cookie sheets (2 pizza per pan). If you can get 2 sheets on a rack you can bake 8 at an time. While they are baking the next group can be making their pizzas.
The only disadvantage is that not everyone gets to eat at the same time.
Make sure you have snacks and drinks to go along with the personal pizzas.

What is your favorite meal? Can that be prepared on a budget?

I had about that many people and we served spaghetti with homemade sauce and garlic bread because that's what my favorite food was. There was also a cake from the grocery store bakery for dessert.

Home Cooked foods. I'm telling you, kids enjoy it more than you think. Make your own taco platters, nachos hot wings, potato skins. Order a 5' or 6' bread from the bakery and make your own sub. Recruit your friends to make a dish for the party. If your yard permits, have a campfire and make smores and cocoa.
Most of all, Have fun.

I think your sweet 16 should be like a dance have food,music and lots of people.There is no way it won't turn out good.If your friends aren't wall flowers.Plus it will be very inexpensive.
