To cancel a bidders bid:
Go to the Canceling bids placed on your listing page. http://offer.ebay.com/ws/eBayISAPI.dll?CancelBidShow
Enter the Item Number, the User ID of the bid you are canceling, and the reason you are canceling the bid.
Click the Cancel Bid button.
To ensure he doesn't re-bid you can block him:
To add a member to your blocked list:
Go to the Blocking a bidder/buyer page. http://cgi1.ebay.com/ws/eBayISAPI.dll?bidderblocklogin
Enter the User IDs of the eBay members you wish to block in the text box.
Click the Submit button.

Sell it to your friend! He's made an actual contractual obligated offering and you can seek damages if his bid is not honored, after all, you're losing a sale if he doesn't pay up. Worst thing that can occur is that you take a lower bid than that, and offer it as a secondary auction sale. I don't promote Ebay, but there are valid harassment and seller/buyer terms of service, to which I would formally follow up with the site and make a complaint. Ebay is built on trust and reputation of both buyer and seller.
Create another account if all else fails and repost the item. I think it would be more fun to demand payment out of your "friend",, afterall,, he made a bid of $600, and that is ridiculous, since a new one isn't that expensive. If he was to mess up my bid,I'd payback the joke and do a Jessie James on him.. "PAY UP SUCKA"....

You can end the auction and then relist. eBay doesn't encourage this, but you can do it. Something to try first, there is a way to block specific buyers from bidding -look on your 'my ebay' page. I've set it up on mine, but it's been so long ago that I can't remember exactly how to do it. I don't know if it will block current bidders after they've already bid, but it's worth a try.
I went and looked: in 'My eBay' on the left side bar under 'My Account' there is a link for 'Preferences.' This link will take you to a page where under 'Selling Preferences' there is a link to 'Buyer requirements.'

couple of options:
1) let the auction end naturally and then when he doesn't pay, give him negative feedback and file for return of your final sale fee
2) tell your friend to tell his friend to remove his bid and who cares if he gets a strike against him
3) is that guy a regular ebayer? hard to believe what kind of doofus he is! does he hate you or something? or just being a goofball?
4) go to ebay live help and you can "chat" with an ebay service person,... they are very helpful

Report him when he does not pay, he will be suspended and you can relist the item. If he manages to pay, all the better.
