The male penis and scrotum have special muscles in the skin that are sensitive to temperature. That is so the scrotum can maintain the proper temperature for the testicles to produce sperm. The body temperature is to hot. When cold touches that area the scrotum tightens up and the penis shrinks bringing everything close to the body for warmth. Wehn hot touces that area everything hangs loose and further away from the body to be a few degrees cooler.

Not in my experience. It just goes firmer. A kind of flaccid solid type tissue.
Scrotum tightens a bit bringing balls closer to body as they are very much temperature related.

cool or cold water causes my scrotum to shrink, but not my penis. inf fact, swimming naked causes me to be erect immediately, after i enter the water. my nipples become erect and feel great since they're pierced.
