Yes, especially if you are taking hormonal birth control to supress menstration. You still have a natural hormone cycle and even though you are not ovulated or menstrating it's possible to experience pms-like symptoms. Also, PMS is a syndrome that effects you before you start bleeding. Often, women who suffer from PMS feel better after their periods starts. I know that on the second day of my period I feel normal again.
If you are experiencing PMS, you should talk to your doctor about your symptoms. It's not something that you shouldsuffer through and not something that can be written off as "just part of being a women". There are lots of treatments for PMS. Hormonal birth control has lessened the amount of days I experience PMS as well as the moodiness involved. Sometimes doctors will prescribe antidepressants for pms. Proper diet and exercise goes a long way at reducing the physical symptoms of pms too!

this is different for each woman. some have PMS just before period, some just after, and some have it during all the month (not kidding). when it lasts too long, usually it can be cause for hormones inbalance. in this case, or if you are really annoyed by your PMS, talk to your doctor (gyn) and see if you can take pills. often they can help.

i get PMS about 1 week before i get my period... that's why it's called pre-menstrual symptom

PMS is Pre-Menstral Symdrome. "Pre" means before, therefore symptoms before menstruation.
