Is there a way to find out from the cell phone company what number or who it is who is calling you?

Check with your cell phone company. That is harassment and against the law.
You may have to change your number. They may not charge you if your change is being caused by harassment.

Most cell phone companies have someone to answer their phones 24/7 so call now and get the problem under control.

that was happening to my sister. She knew when the person was going to call, and found a cop to answer the phone. The cop answered the phone,
"Wayne County Sheriff's Office"
The dude was stunned... The cop said, "this is deputy _____ of the Sheriff's office, You have been reported to our office and if you call again, I will come to your home and pick you up. Do you understand?"

The dude never called again.
