This person has a spanish accent, and their english is pretty good, but they continually say things like - "How you.., "Why he...", "What did you said...", and "What did you bought?"

Find someone to tutor him...
Tell him to read as much as he can in english, that is one of the best ways to improve ones second language...
Correct him yourself, whenever possible..(do this when you are alone so as not to embarass him).
Tell him to listen to music, and try to learn the lyrics... memorizing is a good mental exercise...

the learning Chanel on t.v. or the local high school can help with a tutor in English.
