i have come to know that "IE-7" is better and safer than its previous versions. if it is, how?

I doubt it is.

It's new and Microsoft have a bad habit of releasing insecure software and thinking that it is safe. It's usually exploited within days and makes the news headlines.

My advice is don't trust it unless you have a good firewall and good anti-virus.

Even better, use a less popular browser like firefox or netscape which fewer hackers will know how to exploit.
