I am not sure. Definitely it was not the Russian leader, Catherine the Great, as I believe serfdom was abolished in Russia under Alexander II and Catherine was so intrigued with her correspondence with Voltaire and reshaping Russian bueauracracy into a little France with everyone using French as the civilized language to really care about the poverty of her people
