You need to check out the documentary Resurrection. My Black Studies teacher showed it to us in class. He did a lot of work within the community, was very intelligent, worked to unite the crips and bloods, wrote beautiful poetry and actually helped Rap or rather Gangsta Rap become as popular as it is today. He never tried to be anything more than what he was, a kid growing up in the streets, Mom on drugs and never really getting to know his father. He partied hard and didn't really care about creating a positive image for himself. He was what he was. Don't get me wrong I'm not a big fan but I do recognize talent when I see it.
As for your second question people tend to write songs about what they know. (In Tupac's case the streets), others recognize their life through the words and the songs become popular. Then you have those who hear the music don't start off living the life but decide it's what they want to do.

He was repected mainly because of the words in his music. He speaks about how hard it is to live. It is on the other hand ironic that he made the song "Keep Your Head Up" which is about woman stuggling, and then he was accused of rape. His words though are very thought provoking.

because more than anything he kept the races issues alive...even tho they were 40 years past...he sang about the tensions between cops and black men....he said what everyone else was afraid to say...but if you ask me...even though his music and lyrics were top of the line for musical poetry.....He shouldn't have given the ideals for black men to do the things that they were doing...and telling them it's alright...just that the white man thinks it's wrong...his own lyrics is believed to have been what got him killed....he was a gangster that made money slinging and rap music...he had the hoes...the dope...the cars...he had what most kids in the hood wanted....and he rapped about it freely....so if on T.V. you couldn't say anything about a police man or a black man...he sung about both the cops and the white man....and got away with it.....to me he was making the racial devide wider than what it was...instead of telling both sides to get along and find way to make it better...he gave reasons to hate...
