It was stated by scientests at CERN, that if micro sized black holes were created and they didn't evaporate and one was somehow captured in the planet, it would pull in matter at a slower and slower rate. Why would not be at faster and faster rate?

Because infalling matter would get so hot the radiation it put out would cause enough back pressure to slow down more incoming matter.

It would not have enough mass/energy to sustain a constant gravitational atraction.

Probaly something to do with its density.
