Comet and anything with powder is too messy. I use pinesol for all my floor cleaning. Get a bucket of water and pour about a 1/3 cup of pinesol and mop. It's the best thing around. You'll also notice how your floor gets so clean that you'll be using it always. Get the scented ones. The regular one is good but too strong smelling.

If your floor requires a cleanser, have some on hand before beginning.
Vacuum or dust the floor before hand mopping. Any particles you leave on the floor will make the job quite messy.
Get a bowl and fill it with warm water.
Add your cleanser now if desired with a little alcohol* to cut the hairspray.
Stir or mix.
Get a mop and dip it into the warm water.
Clean your linoleum floors well with the mop and water.
Rinse by repeating the above steps with clean warm water free of cleanser.
Use a clean towel to wipe down the floors.
If your floors have deep grooves in them, use a bristle brush. Dip it into the water, and brush the floor to leave it clean. Then, towel dry it when you have finished.
Tips
The more loose dirt you remove before beginning, the more efficiently the rest of the job will go.
Run a fan and ventilate the room during the entire operation to keep moisture from staying on too long. This will lessen the amount of time you will need to keep others from walking on the floor again.
*Heloise recommends using alcohol to remove hairspray residue.

You will need a 3 inch scrapper to start loosening the vinyl, whether it be sheet vinyl or tiles. Professionals use wider scrappers with a long handle, no bending. If the vinyl is stuck to wood use a heat gun to melt the adhesive and then scrape. If it is stuck to concrete heat should not be necessary. OR, if you really want to make an easy job of it buy dry ice and place it on the flooring. Wait a couple of minutes and the dry ice will freeze the adhesive. The flooring will pop up and little scrapping will be necessary. You can do this in small sections.

I use a nylon scrubby pad with either Fantastic or my Armstrong vinyl floor cleaner.
If it is really bad you might use the Armstrong Product New Beginnings, but be aware if you have any applied floor finish it will also remove it. If the floor has never had floor finish applied, it will not hurt the factory finish.
If all of this fails try a steamer, like scunci. Household size cleaner can be purchased at walgreens.

Wet down the area with the hairspray build-up with some water. You can then wipe the area with vinegar or ammonia, or if you have Fantastic or 409 spray the area down. Let it sit for a few minutes and scrub the area. Rinse off the cleaners. You may have to repeat this process, but it'll come off.

I don't know but what I do know, is now, I go out on the back deck to spray my hair, or put my back up against the tub and spray in the direction, because I couldn't get it off the walls , flooring, even pictures. be careful where you spray it then you won't have to worry about the cleaning.

Rubbing alcohol works best for me. It cuts the sticky right away. The only thing about it is you'll want to do a regular mopping over it when you're done.
